I remember getting into an IRL argument with WaPo investigative reporter Craig Whitlock in 2017 about whether it was journalistically ethical to say that Trump lies. He argued vociferously for the "you don't know what he believes in his heart" argument.

Just thinking of that these days.

This is incorrect: (1) Department of War was just the Army, not the Navy and Marine Corps; and (2) the President does not have the authority, only Congress can make that change in the law. Be better, @npr.org.
