This is incorrect: (1) Department of War was just the Army, not the Navy and Marine Corps; and (2) the President does not have the authority, only Congress can make that change in the law. Be better, @npr.org.
The change will return the department to a name that it carried for much of its history, until it became the Department of Defense in the wake of World War II.
