Comic Book Pros shared this just now on Instagram and I thought it was worth a look here, too. I remember when this was in NEW MUTANTS. Well, I remember that it was. The rest is a bit sketchy. But wow, how timely a metaphor is this even now after all these years?
Fake ad from old Marvel comics X-MEN/NEW MUTANTS. The copy reads; "It's 1987. Do you know what your children are? Paid for by citizens in support of The Mutant Registration Act." There are 4 panels each with a drawing of a child's face mimicking a photo, and the fourth kid looks the same as the other three but across his face in red there's a handwritten "MUTIE."
