This is a crock of shit. The ACA already prohibits federal dollars from being used to pay for abortion.

ACA plans which cover abortion even include a separate $1/mo fee which the insurance carriers have to be kept segregated from the rest of their revenue in a separate bank account.

Notably, if we were spending a billion on immigrsnt healthcare that would be an amazingly insignificant inefficiency for a healthcare system that spends 1.8 trillion a year and 0.9 trillion of that medicare/medicaid.
Last week, Medicaid admin Dr. Oz posted on X, claiming that CMS audits found $1 billion of taxpayer money went to Medicaid for “illegal
immigrants.”

But, according to experts, the audits he was referring to were routine and unrelated to immigration.
