Even if you accept the premise and decision, which I absolutely do not, it is the simplest thing to phone the visa holder, tell them their visa is revoked and say they have a month to leave the country. Accosting someone on the street like a kidnapping is just a spectacle of terror.

They learned their lesson from last time. No sudden sweeping things that will trigger outrage and protests like the Muslim ban. This time it’s a methodical death by paper cuts. Sure he broke the law but it’s a little law. Older vets don’t need dental care. Tiny cuts until the democracy bleeds out.
