Make people reapply for leave 8 times? Right now there are hundreds of people with refugee status in limbo because they have applied for indefinite leave in time after 5 years and not got a response. They're legally here with full rights and no papers to show for it. Home Office can't cope.
We don’t make most people (again, with exceptions for those committing offences) re-apply for asylum on a regular basis or make their status ‘permanently temporary‘, so to speak, for two good reasons 2/

To explain briefly: at the moment people successful in their asylum claims get permission to stay in the UK for 5 years, then have to apply for permanent residency. At that point a review of their status is done, but it’s rare not to succeed at that point unless they‘ve committed an offence 1/
To reiterate, this is about making life immeasurably more miserable and stressful for some of the most vulnerable people, in the almost certainly vain hope of winning over the votes of racists.

Anything more shabby and shameful is difficult to envisage.

Here's the thing, removing permanent settlement is utterly counterproductive, as well as cruel. As @t0nyyates.bsky.social points out, most people seeking asylum don't know the asylum policies of countries they seek it in, so it isn't in any way a "deterrent". 1/3
It will reduce the effort refugees make to integrate, something that the racists in Labour and elsewhere claim to worry about. As asylum experts point out, grasp of local policies is often not great so it probably won't reduce the flow of asylum seekers, which is presumably the hope.
