One thing: I think the big barrier to letting in people ready to listen is the fact that a lot of these people have done real harm and it feels like letting them off the hook

I've seen refugee aid efforts defeat multi-year occupations by regional / national police forces who deployed 30x the amount of resources. Hell I've been part of that.
It is *very* possible.
