A small Journey plane landed in Malabo, Equatorial Guinea. This is the first flight since Equatorial Guinea agreed to accept third-country nationals and it’s unclear if such nationals are on board. The plane departed Alexandria, LA yesterday and stopped in Barbados.

NEW: ICE has finally released post-shutdown detention data. The latest data reveals that a full 40%(!) of people arrested in the interior and held in ICE detention have no criminal record; no criminal charges or prior convictions. That is up from just 4% when Trump took office.

From what I've seen, the best analysis of this definitional game played by DHS is from @prisonpolicy.org. Their report back in July showed that ICE's public detention numbers capture about 2/3 of the actual number of people in ICE custody.
