Valve is a libertarian company. They purposefully obfuscate their rules about adult games to prevent people from skirting them. But tracer bullets, like "Horses", still tell us a lot about the general shape of their rules. And that shape is "don't make us do effort"
valve and steam are probably the greatest success story in all of gaming but their incredibly opaque nature and breadth of control are a sword of damocles hanging over devs. Every developer bar nintendo wants their game on steam, and steam's rules are on a whiteboard at Valve's HQ and nowhere else.

the more i read about what’s happening in the usa and uk, the more presses for young people to express their political beliefs close shop (ex. teen vogue), the more i believe the older and wealthier people with power are striving to foster a rowdy, anti-intellectual youth culture.
