Failure guaranteed as long as buses mired in traffic jams created by cars.
What transit experts generally tell you is: the highest use of scarce resources is making transit service more *frequent & reliable*. That's what actually boosts ridership.

Everything else -- free point-of-use fare, electric buses, fancy new trolleys, architecturally fancy stations -- matters less.

Pritzker is as high on cropaganda as any other midwestern politico (Obama was too btw). The issue is that the land grants + agribusiness have got so good at growing corn and farming the government to find uses for it that everybody is afraid of getting off the (fossil-fuel dependent) gravy train.
