The thing is, entirely apart from gender identity, people have the right to change their names, right? If I got my name changed to Scooby C. Freakinbopper, that’s what it would say on my passport and any official portrait, right? So why not just follow that rule?

If you’re an officer or official who was forced into pushing through potentially illegal orders, get a lawyer.

If you’re a soldier, seaman or airman who was forced to execute them, get a lawyer.
