The content of this bill is horrendous, and that matters, of course, but in a sense it seems like what matters more is that both houses of Congress voted for a bill they don’t like because of vague promises from Trump that he would ignore a bunch of it.
CNBC: It sounds to me like the president persuaded you by saying he's gonna override some of the provisions in the bill. Is that right?
