To clarify a little - my country's government passed law that said essential government services and even contractors if they hold PII or otherwise sensitive info *must* hold that data on shore.

They maintain Azure.
It's on the DoD for using Azure instead of owning their own systems. Whatever level of secrecy they wish to maintain will no doubt account for this.
