This is a pretty amazing bit of history. I was unaware of Carl Borgmann previously. Note Manabe's pioneering work on CO2 and global warming came out 2 years later than this, so Borgmann was ahead of the game in realizing the growing importance of CO2. We had so much warning,

I always find survey results like this staggering (almost to the point of unbelievability).

The US was spending around 1% of its federal budget on foreign aid.

The average guess among 1,000+ surveyed Americans was 26%.

15% thought it was over half of the budget (?!)
