Personally I think when a bank does this they should be legally required to inform the account holder exactly _what_ activity caused the lock or closure and exactly which policy or term it violated in what way.

Yes, it is. However, as all too many EMTs and firemen and the like will tell you, "I can handle it." isn't bragging so much as a sad acknowledgement that you've been in the job too long and there _are_ no good systems to deal with that kind of shit.
It’s one thing to say “I have systems in place to deal with the negative effects of watching snuff films,” that’s reasonable. But “I can handle it” is actually a pretty disturbing statement!
