Yes, it is. However, as all too many EMTs and firemen and the like will tell you, "I can handle it." isn't bragging so much as a sad acknowledgement that you've been in the job too long and there _are_ no good systems to deal with that kind of shit.
It’s one thing to say “I have systems in place to deal with the negative effects of watching snuff films,” that’s reasonable. But “I can handle it” is actually a pretty disturbing statement!

What's interesting here is that all of this is the result of the switch to HMOs, something that was touted by the HMO industry as a way to control prices. When I was growing up, the norm was mutual insurance that made no attempt to control prices.

There's an easy out: point out that in the US justice system "accused of" is not equivalent to "convicted of" and it's not the ISP's place to act as judge and jury deciding whether an accusation merits a conviction.

I think the reasoning is clear: the Legislature knows the appeal will go nowhere, they're having no luck with their initiative, their only option is to keep the question open and try to be allowed to use the gerrymandered map as long as possible. They're cooked.

I think a lot of it is recognizing that Congress will be controlled by the Democrats after the mid-terms, and these Republicans are moving to offices where they can depend on state-level control to help them as opposed to fighting a losing fight in Congress.

What I find interesting about this ruling is that it's the first time where this Court has addressed the critical points of "What does the law say?" and "What's the likely outcome?". I think Roberts and the others might be getting a clue finally.
