Only a matter of time before the quad copters make their way from the live testing ground in Palestine to the streets of the US.
This looks like a Hoverfly Sentry, a tethered drone commonly used by law enforcement for persistent overwatch of certain areas at about 200 feet max (no need to swap batteries).

They do have civilian uses for event security, disaster response, traffic monitoring.

Mandatory helmets and high viz is a proven remedy to reduce the number of people cycling. It effectively kills off things like Dublin Bikes.
