No-one is perfect but there is no doubt that the delaying of a ‘shutdown’ decision by WM cost so many people dearly. The Scottish Gov’t could not order a shutdown without the financial offset of a furlough scheme - and that was impossible to fund as HR cannot run up a deficit.

But guess what? Any risk to "National Security" will result in redactions. For instance, if, say, the President were to be mentioned at all - that would clearly be a risk to National Security, right?
