So expand the lanes! The problem is bikes and pedestrians fighting over like 12% of street space when the vast majority is dedicated to cars

Yep! The main benefit of scooters — and the thing that makes them obnoxious — is that you can use them on safe infrastructure, i.e. sidewalks. As soon as cities build real networks of protected, dedicated lanes, pedestrians won't have to share space with them anymore. Everybody wins!
The vast majority of the 2,487 bike-related injuries in the survey were from getting hit by a car. Half the scooter injuries were to the head/neck & few of the total scooter patients wore a helmet. Riding on sidewalks is probably keeping scooterers from getting hit by cars like bikers.
