Fukuyama emphasizes, correctly imho, that Trump is singularly a bully and needs to be put in his place.

Europe should escalate, call his bluff, and meaningfully threaten to shame him publicly. Drag it out and make him want to run away from it. Anything other than hostility is wasted on this beast.
