Transit leaders Wednesday celebrated the staving off of fare hikes on the system next year. The CTA has not raised fares in years, and its initial budget proposal last month proposed a 25-cent-per-ride price increase.

What I suspect is going on here is Pritzker not wanting to risk an open confrontation with his police force which could result in them defying his orders to stop abusing protesters. And I guess I get why he wouldn't comment to that effect.
