Not sure if this was a factor, but pretty sure Indiana *only* puts user fees (gas tax, registration, etc) into road maintenance (at least for INDOT routes), and there isn't a single state in the country where user fees alone raise enough funds to actually maintain the roads. So the roads are shit.
