Four districts are sustainable without commercial taxes. If you can make time to speak to the budget committee on Wednesday or March 4, you should. Tell council the only way out of this hole is targeted fees to bump up the revenue of unsustainable districts and/or recoup costs from expensive service

We spend a lot of time debating rounding errors in the budget as we slide ever closer to the fiscal abyss because the truth is so much worse: most of HRM is insolvent and can't be quickly fixed.

For reasons both fiscal and logistical (traffic), its a way of life that going to have to change.

The CAP: keeps getting away with it
If everyone understood how municipal finance and property taxes worked, people in districts 7, 8, 9, and 16 might start demanding blood sacrifices from some of the others in exchange for the ~$100m in transfers they pay unto to keep them afloat.

Yes, but also a lot of city/provincial thinking around transportation is basically "the squeaky wheel gets the grease"

"Cars stuck in traffic? Just need to make it easier to drive" in a loop forever.

The end result is that we are broke and stuck in traffic.
Not saying I fully believe this, but if the PC government were actively trying to make Halifax traffic worse to achieve some kind of larger structural policy objective... it would make a hell of a lot more sense than whatever explanation we have right now on how these moves fit together logically.
