I think about this Market Urbanism article a lot wrt this. Autocrats first move after putting down urban uprisings is often to suburbanize public space: they widen roads, destroy parks, and basically do everything possible to destroy spaces where people gather.

I love East Village. Many people only see it in the chaos and congestion of game days, but most days the streets around Petco Park are very quiet and the sidewalks are full of locals from the new developments enjoying their neighborhood
