I don't think she's using the metric you assume, I think she's speaking from experience as a First Lady & reacting to the sum total of how America reacts to the idea of women having agency over their own bodies, finances, and futures. The stats on sexual assault, domestic violence, & femicide.
Personally, I think the idea that all women should be measured by the failures of Hillary Clinton and Kamala Harris is actually a sort of sexist doomerism.

Labeling Kamala and Hillary's runs as "failures" does a real disservice to the fraternity of Men Who Professionally Run for President and Lose and Consider This a Form of Serving the Country

ILLEGAL
3 years ago today, Riot Games offered me a job making more money than I ever thought I’d make in my life. I had 19 interviews over 2.5 months to get it. Partner and I were moving to LA for it. I put in notice at my job and apartment.

2 weeks later they rescinded the offer due to “headcount issues”.

THIS is the sort of stuff we can all do. I know a lot of people don't know where to tap in, I get it it's hard to know where to start, but you can't go wrong meeting like-minded neighbors and supporting the communities most at risk.
