Not always, though. Lisa Stansfield's Affection (1990) had thirteen songs, three bonuses, one mid-album, two at the end; it doesn't play very differently than a ten-song version.
A guess: because it was the B-side of the hit single, and therefore considered a "bonus" rather than part of the album, per se? That was the logic of so many CD-only bonuses.

And I know it's straying still further from your CD focus, but the cassette version of The Beloved "Blissed Out" - a remix album in its own right -contained a whole extra album's worth of further remixes, which made it even more suited to its morning after / drive home from the rave purpose.
