It depends on people in government having shame and some level of decency, along with working law enforcement agencies.

I complained about this a while ago. I just can't watch any show or movie anymore where law enforcement or government agencies are competent and not evil.
all these incompetent people in the current regime are ruining my ability to have suspension of disbelief when watching procedurals that rely on government competence as a major plot device
