Sometimes I don't want to be able to receive texts AT ALL. I need a setting that bounces a text back & says "Sorry, x is not receiving texts right now, please try again another time"

Largest city in country that plows residential sidewalks is Rochester NY (200k people, fee added to annual property tax). They use private contractors to do it.
