5th Cir. holds that, in 2022 redistricting, Louisiana “packed” black voters into a small number of majority-black districts and “cracked” other black communities across multiple districts in violation of VRA § 2.

S.B. 1 and H.B. 14 do not contain a proportional number of majorityminority districts to the percentage of Black voting-age people in Louisiana. Twenty-nine out of one hundred and five House districts are majority BVAP (27.61%), and eleven out of thirty-nine Senate districts are majority BVAP (28.20%). Census data established that 33.13% of the state is Black, meaning that neither map effectuates proportionality. 24 In Johnson, where the Court found substantial proportionality, the Hispanic population constituted 50% of the voting-age population in Dade County, and the enacted map would provide Hispanic supermajorities in nine out of eighteen districts. Id. at 1014. This case more closely mirrors LULAC, where the Court stated that Latinos made up 22% of the population but only 16% of the Latino opportunity districts, “two districts shy of proportional representation.” 548 U.S. at 438. The LULAC Court did not find these figures to effectuate proportionality. Rather, it stated that it “need not decide whether the two-district deficit in these cases weighs in favor of a § 2 violation” because that fact would not “overcome the other evidence of vote dilution for Latinos in District 23.” Id. This case, with a 5–6% proportionality gap, mirrors LULAC (~6%). Far from “guarantee[ing] a political feast,” the district court’s proportionality analysis correctly found that the maps did not effectuate proportionality and that this

There is a stained glass window above the stone carved casket. The discovery of the sea route to India in 1498 was this explorer's greatest accomplishment. On his return to Lisbon the following year, he was given a triumphant welcome by the monastery's founder, King Manuel I. The present-day tomb was made in 1894, using the typical forms of nineteenth-century revivalist nationalism. In fact, in recovering some of the features associated with the late Gothic/"Manueline style", the sculptors Vitor Bastos and Costa Mota decorated the tomb with ropes, vegetal motifs and various heraldic devices evoking the Portuguese Discoveries. Inscribed on the tomb's base are the year of its completion and the name of its benefactor.
