Absolutely insane. You either obtain Congressional approval for emergency funding—matter of course as it concerns nat'l defense—or you (idiotically) let soldiers go unpaid. But you do *not* let oligarchs provide stop-gap funding, unless it's 16th Century England & Scottish insurrection is underway.

The president of the United States is openly and unapologetically using the power of his office to extort law firms. If a state governor did something like this, they’d be indicted in a heartbeat.
