I'm not across the specifics, but there's a legal requirement to seek approval from the DNSP for installation of DER in most (/all?) states. They look after safety and compliance and are in charge of managing the DER's impact on the grid.

I want an EV and have been shopping around. The fact that this house came with a charger already installed was a selling point.
Because I am not buying a Tesla (even if I wanted to, none of their offerings come anywhere at all close to what I need), the installed charger is basically just trash.

When I see pictures like this, I remember how I had to apply for a divorce on behalf of a client because her husband had been 'disappeared' by the Pinochet regime in Chile. She needed a divorce because she couldn't prove he was dead because Pinochet just turned such individuals into 'unpersons'.
