You can't understand Trump's behavior if you view him as a public servant because he never has been one. He is a petulant narcissist with a tiny ego. He needs to be constantly reassured that he is smart and popular and fit and good because deep down he knows he isn't.

When The Dictator & his lackeys end the ACA subsidies, 20 MILLION PLUS Americans will see a massive hike in their heath care premiums. 5 million or so won’t be able to afford coverage at all.
