So there is in fact an emergency regarding drugs crossing the US-Canada border... except drugs are going TO Canada. It still does not excuse Congress from continuing to allow the presidency to exercise the tariff authority that is constitutionally reserved for Congress.

I’d put it differently. EBV is almost certainly necessary (but not sufficient) for MS. So prevent EBV and you prevent MS. But most people who get EBV (and most people do) never get MS. EBV puts the bullet in the chamber but things unknown pull the trigger.
