Portugal recognized that Addiction is a mental health disorder it is and then treated it accordingly. Thats how they fixed it.
And that starts with getting rid of verbiage like "hard drugs", crackhead, junkie, etc. Their drugs many of medicinal uses. You don't have messed up terms for people 1/

Legalize or at the very least decriminalize all drugs yes even hard drugs like cocaine and meth focus entirely on getting people the Healthcare they need. Use Portugal as a basis.
