I am convinced that the 2022 Winter Olympics never happened. Too soon after Tokyo 2020* to feel like a comparable event, awkwardly in a host city that had held one of the greatest Summer games ever just 14 years prior, full of weird stuff. I remember watching some of it, but do I really?

Yeah, this works. It's simple enough to not be convoluted and it only impacts odds, not non-lottery picks, so bad teams still get their own benefit. This also keeps teams like this year's Pacers or the 2019-20 Warriors from intentionally blowing up a Finals squad for position if someone gets hurt.
My tanking fix is to use three-year records to determine lottery odds instead of one.

Would be way harder to manipulate the standings late season and actually help the teams the draft is designed to help

There are lots of bad things going on but I think one underrated bad thing is that all the gambling websites have terrible names. FanDuel and DraftKings are both named after their now mostly irrelevant trojan horse business models for semi-legal gambling. Kalshi sounds like an off-brand cereal.
