but in all seriousness, calling sign language 'wild gesticulation' is a big part of why deaf people are so much more likely to be killed by cops. maybe if we all had more exposure to deaf people and deaf culture it wouldn't be so confusing for them to see someone communicating that way!

Your post is correct except that they wouldn't be "slave" firefighters if they weren't "incarcerated". CA attempts to rehab & reduce the recidivism rate of it's incarcerated population by teaching them marketable skills for use once they're released. Also, they're paid, so slaves they are not.
