From someone who was 32 when 9/11 happened: yes. In fact, at the time we knew exactly where it would lead, we just assumed it would get to the point it's at now MUCH sooner.
The Bush years were the start of this nightmare. It's the same nightmare though.
For those of you who grew up after 9/11, we got along just fine without a Department of Homeland Security for 212 years.

The DHS was formed to try to prevent future terror attacks — now, it is orchestrating them.
