The high cost of free parking.
Parking has been so cheap for so long people think its private property for vehicle storage. As somebody says, put it at market price and see what happens.
I used to be a parking enforcement officer years ago. The arguments I mediated between neighbours about parking on the street in front of their homes were wild. Some of it was like Spy vs. Spy from Mad magazine, it got so petty and stupid.

Additional details on the proposal to use public land (currently part of Marina Park) to host a turning circle for Páirc Uí Chaoimh.

(Note there is a fine vehicular entrance, using a newly upgraded road, on the northern side with access to the tunnels and two car parks).
