To note the problem more explicitly, imho: "Can a man become a woman?" implicitly discounts the existence of trans and cis categories. It's basically saying "assuming trans people don't exist, can trans people exist?"
"Can a man become a woman?" is not a question anyone asks in good faith as it's a complete misunderstanding of what being trans is. Absolutely a GOP op.

Before Trump, law enforcement were trained to behave professionally. At a traffic stop they would start with words such as "Mam, may I see your drivers license and registration."
