The media continues to run these posts because they generate traffic from the initial lie, traffic from the blowback, traffic from the fact-checking, and then traffic from the polling on whether anyone supports it.
This entire article points out that there is no plan. His own Treasury Secretary says he doesn’t know anything about it. So why does media keep running these kind of headlines? He keeps making these Truth Social posts and media keeps running stories as if it is something real.

The irony here is that many of the victimized Republican donors were not going to see a dime in restitution bc of Trump. But they'd gladly vote for him again
ironically the biggest reason Santos might want to get out of New York is the (perhaps futile) hope that his absence will make it less likely that state prosecutors will send him back to jail—a right that state lawmakers made sure they could claim
