When Labour left office in 2010 there was a funded plan to rebuild and invest in schools and hospitals, these were all cut by Cameron for his austerity, fuelled by a VAT increase that push inflation up.

This is exactly right, Kay. Creating inclusive mainstream schools where kids' needs for support and education can be met is better than a long wait for specialist provision, and may mean that many kids don't need to go to specialist provision (some of course still will)
This a vital improvement on the existing scheme, having worked within the educational system with children with disabilities. Rather than leaving children waiting for urgently needed support for up to 2 yrs this will allow for immediate action. Having SEND bases in schools helps provide support now
