We had a good, one-hour-long call with President Trump, President Zelenskyy and several European leaders to discuss their meeting today on peace negotiations.

There was good progress, which we welcomed.

The reparations loan isn't happening. The EU is doing joint debt instead to raise €90 billion for Ukraine. Big money is coming to the table.

How is this going to work?

🧵 Here's what you need to know.

I’ve read the word “reparation” more in the past few months than I have in my entire lifetime. But how did everything go down exactly? Why did EU leaders decide to opt for a joint debt instead?

How the reparations loan for Ukraine fell apart at the eleventh hour
On Thursday night, EU leaders realised that their planned reparations loan for Ukraine – a proposal without parallel in modern history – could not overcome the obstacles in its way.

Journalist observation: the reparations loan was an incredible story to cover. But all of us who were deep into the details knew that it was from the done deal that von der Leyen and Merz pretended it was.

The signs were there since Bart De Wever's press conference in Copenhagen.
It was so bold that, at times, it seemed impossible. And at the very end, it was.

I piece together the extraordinary events of the last four months to understand why and how the reparations loan for Ukraine spectacularly fell apart.

A quick explanation of how this borrowing to assist Ukraine will work. "Enhanced cooperation" means EU law is being used, but some Member States opt out. The process has been applied a few times before, but never before re the EU budget. 1/
🚨 The latest conclusions say the EU will trigger Article 20 of enhanced cooperation to ensure that any mobilisation of EU resources to guarantee joint debt "will not have an impact on the financial obligations of the Czech Republic, Hungary and Slovakia," as previously reported by Euronews.
🚨 Bombshell at #EUCO at almost 2 am: António Costa has proposed to use common borrowing to meet Ukraine's most immediate financial needs while technical work on the reparations loan continues in the coming months.

Messy mix-match solution. Leaders are still discussing.

Latest twist at #EUCO:

Hungary, Slovakia and the Czech Republic have come up with a new idea: to raise joint debt for Ukraine under an enhanced cooperation mechanism.

The three countries will not veto the plan and, in turn, exempt themselves from the financial liability.

The European Commission is unsure if the Mercosur countries will go along with the delay. Patience is running very thin on the other side of the Atlantic.

But the Lula-Meloni call earlier today could help prevent a total collapse of the deal.
🚨 Just in: the signing of the EU-Mercosur trade deal has been officially postponed to January in order to assuage Italy’s concerns.

Von der Leyen will not travel to Brazil this week, as originally planned.

Giorgia Meloni says she'll sign the Mercosur trade deal if the Commission provides assurances.

"The Italian government is ready to sign the agreement as soon as the necessary responses are provided to farmers, which depend on decisions by the European Commission and can be finalised quickly."
Lula da Silva held a phone call today with Giorgia Meloni to discuss the EU-Mercosur deal. According to Lula, Meloni said her request for a delay was due to the farmer protests.

"Then she asked me if we were patient for a week, 10 days, a month at most, Italy would join," Lula said.
