The choice has been made to cut off SNAP benefits, on Nov. 1, which do not depend on the government functioning, to hurt those who depend upon benefits.
No one hand writes paper checks to SNAP recipients in normal times. The funds are disbursed automatically. The majority of infrastructure goes to means testing current recipients or processing applicants. The money clearly exists; this is a choice made independent of the shutdown to squeeze voters.
We have money for a $20b bailout of Argentina, but the acting director of SNAP has just announced that SNAP benefits will be cut off on November 1.
Just as a heads up, the ANNUAL budget allocation for SNAP is $100b.
