🇺🇸‼️🇺🇦 Bloomberg: Dmitriev and Witkoff drafted the plan during an October meeting in Miami, which was also attended by Kushner.

Rubio was fully informed only after the document had already been created. Trump himself learned about it at the last moment, but once he was told, he quickly endorsed it.
