The Portland police also target people with disabilities so it's not a surprise that the feds do it. During the 2020 protests against police brutality, the Portland police would rush the crowd and hit and shove whomever was the slowest, often people with disabilities. It makes them feel strong.
Quinn Haberl believes his disability and diminutive stature are precisely why federal agents descended upon him outside the ICE facility in Portland last weekend.
