I do think Shivam nailed it with Dara Singh to Final form Dhalsim, but as far as inspiration on the way there, Tiger Jeet Singh was a pretty big figure in Japanese Pop Culture, wrestling in Japan since the 70s, working as a top heel against Inoki in NJPW:

Just to add to the conjecture, Tiger Jeet Singh was pretty huge in Japan, and I can imagine he was an influence on proto-Dhalsim Great Tiger as well as Punch Out's Great Tiger. Maybe Dara Singh was added to the inspo board to move away from Capcom having a character so similar to Nintendo?
