Faltering governments will be blamed for famine and conflict abroad, and will face stagnation and rising inflation at home, the UN climate chief warned at the start of Cop30. Simon Stiell, the executive secretary of the UN Framework Convention on Climate Change, addressed ministers and high-ranking officials from nearly 200 countries in a stark portrayal of the price of failure on the climate crisis.

New rules continue to be added at a fast pace. More importantly, our detailed assessment allows us to measure their quality. Ambition has risen significantly since 2020, and a bit less (but still some) since 2024.

We've known what to do, we've known how to do it, and yet the power of capital means governments in so many countries, mine included, refuse to make significant changes.
