to maximize gains you have to turn dark red republican districts in to red ones and red ones into light red ones. in a very bad national environment for Rs, this could bring a total wipeout. this is why i specified incumbents.
...the Republicans who were engaging in partisan redistricting because they were afraid of being punished by voters for Trump's policies will stop redistricting because they're now even more afraid of being punished by voters?

I feel like I'm missing steps here.
