I firmly believe good direction can support "bad" animation, but good animation can't save bad direction.
There are tons of cheap shows full of shortcuts, but not many I find as funny as Shin-chan. Watching it is a good reminder of how little you can get away with at times and still be totally satisfying, if the material itself is good.
