Govt contracts should serve the public, not private companies. The "land & expand" tactic - low bids followed by endless amendments - undermines integrity.

We need proper competition to deliver value.

Nuclear power plants use a large amount of water for cooling and to drive turbines, typically between 13–24 billion liters per year:
