Some more info.

1) Per a friend that works in NY state government, NY cities are required to hold funds in commercial banks. So this was a private bank account, not one controlled by Treasury.

2) Per NYDN the inbound wire was dated Feb 4; wires are one-way, they can't just be undone a week later.
